Obtaining a permit is fairly simple
Kenya: costs are between USD 100 and 300 depending on the length of the shoot. A government liaison officer may be present on the set to monitor the film production (accommodation and transport at the expense of the production company).
Tanzania: USD 500 per shoot depending on the length or the utilized support
Permit to shoot footage in the animal reserves or national parks
